Low-Ball Roofing Bid (Material Substitution)

A dramatically low roofing bid wins the job — then cheaper materials are quietly substituted without the homeowner's knowledge.

How This Scam Works

A contractor bids significantly below competitors — sometimes 20–35% lower. They win the job, then substitute lower-grade materials: cheaper shingle grades, thinner underlayment, fewer nails per shingle, or thinner decking. The roof looks fine when complete. Problems emerge in 2–5 years: granule loss, wind uplift, premature aging. Since the contractor is gone (or out of business), the homeowner has no recourse. In storm insurance claims, substitute materials may affect coverage.

Warning Signs

  • Bid is more than 15–20% below all other quotes for the same scope
  • Contract doesn't specify exact material brand, product line, and color
  • Won't provide a manufacturer's certificate of completion (required for enhanced warranty)
  • Crew works unusually fast — proper installation can't be rushed
  • No permit pulled before work starts
  • Pays crew cash and can't provide proof of workers' comp coverage

What To Do Instead

Require that contracts specify the exact shingle product (e.g., "GAF Timberline HDZ, Weathered Wood, 130 mph wind warranty") and that the contractor is a certified installer with the manufacturer. This unlocks manufacturer's workmanship warranties and gives you recourse if the product underperforms.
